Road in Cheras caves in after downpour

A PARTIALLY collapsed road in Bandar Sungai Long, Cheras, caved in further on Tuesday night following a downpour. When part of the Persiaran Sungai Long collapsed into a valley below a few weeks ago, residents alerted the authorities.

Selangor Drainage and Irrigation Department staff closed off the road on April 13 to carry out repair works. Selangor DID workers working on the gabion wall to prevent further damage of the road. Traffic on the road leading out of the township to the Cheras-Kajang High-way was reduced to one lane.

However, Tuesday night's thunderstorm caused a landslide that damaged the road further and left a deep and cavernous pit. Fortunately, no one was hurt and no vehicles were damaged. Bandar Sungai Long Residents Association secretary Jeff Tung said the road was constantly showing signs of erosion because a small river ran through the valley.

“The downpour on Tuesday worsened the situation and the extent of the damage was massive. Even electric cables were left exposed as a result of the landslide,” he added.

“When the road was damaged a few weeks ago, residents in SL1 were concerned for their safety. The pit which measures about 90m deep and 18m wide is only metres away from houses and a playground,” he added. Resident Jessy Kaur who used the road daily said she feared for the safety of other motorists.

“I hope the authorities will take all the necessary precautions to ensure the safety of road users and help ease the traffic congestion during peak hours in some way before any untoward incidents happen,” she said.

Evergreen Park condominium residents are also living in fear because the road that collapsed is located near their area. Barriers have been put up along the stretch near the block to prevent motorists from using the road.

Kajang Municipal Council (MPKj) corporate communications director Shariman Mohd Nor said Selangor DID workers were repairing the left bank of the road that was damaged last month.

“They had placed sheet piles and were reinforcing the damaged bank with a gabion wall. The department had intended to carry out similar works on the right bank to strengthen the structure,” he said.

“Unfortunately, the work (originally scheduled for May 2 and 3) could not be carried out because the downpour caused a major landslide. Repair and reinforcement works are currently being carried out,” he added.

The council will carry out resurfacing works and start building a new road to replace the old one once the DID workers were done. It is estimated to take a few months.

Residents protest closure

MORE than 1,000 signatures were collected within 90 minutes of a signature campaign at the Bandar Mahkota Cheras morning market on Apr 30. Residents began queuing at a temporary stall where the drive was held from as early as 8am to protest the closure of the access road from Bandar Mahkota Cheras township to the Cheras-Kajang Highway. They were also up in arms against the proposed toll at the access road should it be re-opened to traffic.

According to Bandar Mahkota Cheras Residents Association chairman Ken Lee, the Cheras-Kajang Highway concessionaire closed the access road built by the developer soon after it was opened. “The concessionaire claims it will lose out on toll collections if the road, bypassing the Cheras 11th Mile toll plaza, is open. They were also asking the developer for compensation,” he said.

“Now, we find out that the developer has agreed for a toll booth to be built at the access road because the compensation could not be settled. “Furthermore, Dusun Tua assemblyman Rahmat Musa has been quoted in a Chinese daily saying the proposed toll is a practical solution,” Lee added.

Lee said the access road existed in the original plan for the township before the highway was built. The speed at which the signatures were obtained was indicative of the level of frustration among residents. Disgruntled resident Alfred Low said the developer promised residents a toll-free access road when they were about to book their properties.

“At present, we are forced to share the Bandar Sungai Long access road leading to the highway. Residents will save time and money with the opening of the Bandar Mahkota Cheras access road,” he said. “Why must the highway concessionaire demand compensation and insist that a toll booth be set up when the developer built the access road?”

Resident Pua Ming Leong said it took him almost an hour to get from his house in Section 1, Bandar Mahkota Cheras, to the main junction out of Bandar Sungai Long, leading to the highway, a distance of about 3km. It takes Pua two hours to reach his office in the centre of Kuala Lumpur and the hassle to gain access to the shared road with Bandar Sungai Long residents is taking its toll.

“If the access road isn’t ready soon, I am considering moving out of the township and finding a house elsewhere. The public transport here is also unreliable,” Pua voiced. A visibly annoyed K.C. Lee said the developer had convinced residents at the time of purchase that the access road would be toll-free even if a highway was built later.

“We were assured time and time again that the road would be opened without any conditions attached to it. What is happening now?” he asked. Kajang Municipal Council corporate communications director Shahriman Mohd Nor said the access road had not been handed over to the council. He also said the Malaysian Highway Authority would decide on the issue and that it was entirely up to the authority.

The BMCRA and Bandar Sungai Long Residents Association will jointly present the signatures collected to Hulu Langat MP Markiman Kobiran for the matter to be pursued with their interests in mind.

雙溪龍路崩情況惡化 河旁豎130鐵板磚搶修

(加影4日訊)雪州水利灌溉局副總監阿布峇卡表示,雙溪龍路崩範圍約150呎,情況日愈嚴重,預料將費時約1個月時間維修。他指出,搶修工程耗資逾50萬令吉,水利灌溉局先會在土崩範圍的河岸兩旁,暫時豎起鐵板磚,防止泥土繼續流失及下瀉。他說,承包商在進行河岸搶修過程中,至少在河岸兩旁豎起近130個鐵板磚。這只是暫時性的搶修工作,水利灌溉較后將在河岸兩旁建擋泥牆,鞏固河堤的結構。他透露,由于近月來豪雨連連,導致土崩範圍日愈惡化,所以整個搶修工作預料將花費近1個月時間。他今午巡視雙溪龍土崩現場時,這么表示。陪同者尚包括烏魯冷岳水利灌溉局工程師巴哈魯汀、水利灌溉局工程顧問、承包商等人。他指出,整條雙溪龍河約有7公里長,涉及土崩範圍約有150呎長,初步估計,搶修工程將耗資逾50萬令吉。

此外,烏魯冷岳水利灌溉局工程師巴哈魯汀說,承包商日前已在面向雙溪龍大路的土崩範圍,採取搶修工作。“由于河岸底下有塊大石頭,所以有關當局只豎起20呎高的鐵板磚,但在向民宅的部份河岸,河底沒有石頭阻礙,所以豎起30呎高的鐵板磚。”他透露,土崩情況因豪雨綿綿而嚴重,許多河流結構也被破壞,目前搶修工程完成近10%。他表示,除了得搶修受損的河流結構,水利灌溉局在施工搶修時,也要保護外露的電纜,否則將影響土崩現場附近住宅區的電供和通訊系統。

免情況惡化居民恐懼 水利局搶修部份河岸
雪州水利灌溉局副總監阿布峇卡表示,靠近民宅的路崩現場,水利灌溉局將負起搶修河岸的部份。他透露,由于土崩現場涉及花園住宅區的道路,照理而言,應該由加影市議會負責,不過迄今有關方面仍沒有動靜。他說,為免土崩情況日愈惡化引起居民恐懼,水利灌溉局將負起搶修面向民宅的河岸部份。該局事先會在河岸豎起鐵板磚,以免豪雨侵襲,土崩再度惡化。此外,加影市議會工程小組官員于下午1時許,也前來雙溪龍土崩現場巡視。加影市議會官員指出,一旦水利灌溉局完成搶修河岸工程,市議會將維修花園住宅區的道路及排水系統。

双溪龙镇土崩事件 担心淡江塌楼事件重演

居民吁当局立即抢修

(加影讯)由於双溪龙镇1路崩塌处逼近公寓和排屋,居民担心淡江塌楼事件会在该处重演,因而纷纷要求负责单位立即展开抢修行动,勿再等待。《大都会》周三(3日)早上再前往双溪龙了解土崩情况,发现居民除了对自身安危感到担忧之外,也对当局在问题发生后,迟迟不采取补救行动,导致演变严重坍塌事件而不满。土崩进一步逼近住宅区,第一区7路排屋和长青阁A2公寓成了最靠近事发地点的建筑物,公寓住户更声称曾感觉厨房晃动,由於担心意外随时会发生,他们也不断向专业人士查询逃生方法。除了为安危感到担忧之外,居民也对出入不便感到不满,更担心若情况更进一步恶化,使主要公路完全不能使用,导致双溪龙成为“孤岛”。

居住於第一区7路双层排屋的谭秀兰表示,该路在3个月前开始出现小小的裂痕,岂料,事情却演变成今日的局面。她说,她每天早晨都会出外晨运,并观察土崩的情况,日渐严重的土崩让她十分担忧。她提到,前两个星期前,有关当局已经在土崩路段前放置路障,但一些居民欲前往夜市时,为了方便而拿开路障,使用发生土崩的路段。

居住在长青阁A2座5楼的蔡燕美表示,从她家中可以清楚看到土崩的情况,非常恐怖。“最近,只要下起大雨打雷时,我家的厨房便会有晃动的感觉,电供也一直“跳掣”。”她指出,上述情况曾发生了两次,让她不停为家人的安危担心。她说,由於情况严重,却不见有人前来抢修,担忧的她已经向建筑业者查询,若公寓真的倒塌,该如何逃生。她指出,现在只要一外出,她便会把孩子载到朋友家,朋友也吩咐她,把重要文件放在一个袋子里,有甚麽事情发生,拿了袋子便立刻离开。“但是,我居住在5楼,若真的发生了意外,能怎样逃生呢?”

居住在A3座1楼的廖小兰发出了疑问;若情况继续恶化下去,淡江塌楼事件会否重演?她除了为安全著急之外,也对出入不便感到厌烦。“道路坍塌后,我们必须绕道行驶,遇上了夜市,情况就更加糟糕,汽车行驶在人来人往的夜市,也令我们担心这会否撞伤人。”她也提到,驾驶人士因为进出双溪龙的主要道路被波及而被迫面对交通阻塞的问题。她呼吁有关方面立即展开抢修工作,勿再等待。

反對建蕉賴皇冠鎮收費站 民行呈交備忘錄

(布城2日訊)民主行動黨“反對興建蕉賴皇冠鎮收費站”行動委員會今日呈交備忘錄給首相署,反對住宅區建收費大道,並促請首相關注及于明日在內閣討論此事。民主行動黨“反對興建蕉賴皇冠鎮收費站”行動委員會主席歐陽捍華指出,該黨已到該處實地考察,認為當局應盡快在免收費情況下,開放該路段讓居民使用。

“因為居民目前所使用的雙溪龍路,在上、下班或上、下學時段都面對嚴重的交通阻塞。”他表示,若有緊急事故發生,車子堵塞在該路都不知如何是好。因此,他促請首相認真看待此事,並且于明日在內閣討論此事,以便盡快在無條件的情況下,開放給當地居民使用。他今日移交備忘錄給首相政治秘書特別助理張盛聞后,向記者這么表示。

出席者包括蕉賴區國會議員陳國偉、武吉免登區國會議員特別助理關柏松、民主行黨雪州主席王志堅、雙溪龍支部主席陳漢國等人。陳國偉也針對市政局人民組屋小童墜樓事件,移交備忘錄給張盛聞,希望政府也關注此事。張盛聞表示,他將會代民主行動黨反映這兩項事件給首相知道。

此外,歐陽捍華披露,該委員會接下來也將展開一系列活動,繼續反對當局在皇冠鎮建收費站。“這一系統活動包括在1.5公里長的路段進行徒步義走及舉辦團結晚宴,主要是與各居民達成共識,爭取道路免收費開放。”他表示,該委員會也願意與當地社團、政黨合作,共同爭取大道開放,解決當地居民所面對的交通阻塞問題。

陳漢國:新通道不開放大道公司持雙重標準
民主行動黨雙溪龍支部主席陳漢國,不滿大道公司持有雙重標準,讓敦胡申翁新鎮駕駛人士自由進出大道,卻不准對面的皇冠鎮居民使用新路。他表示,皇冠鎮及敦胡申翁新鎮分別坐落于加影─蕉賴大道兩旁,但敦胡申翁新鎮居民無需繞道而行,可直接使用交替路進出該大道。

他說,皇冠鎮建有新通道銜接往大道,但卻不開放,使人覺得大道公司持有雙重標準。他也是民主行動黨“反對興建蕉賴皇冠鎮收費站”行動委員會秘書,今日前往首相署移交備忘錄后,這么表示。他表示,由于該路道末開放,也促使居民每次多行使6.7公里的道路進出。

無論如何,他促請烏魯冷岳國會議員瑪基曼在接獲皇冠鎮居協的備忘錄后,積極向內閣反映居民意願。另外,他透露,當地有70%居民還沒有登記為選民,因此,他呼籲居民盡快登記成為選民。

提呈備忘錄給工程局 馬青團率5000人參與
反對在皇冠鎮設立收費站簽名運動已獲得逾5000居民參加,並于今日通過烏魯冷岳區國會議員拿督瑪京曼律師向公共工程部長拿督三美威魯及首相署提呈聯署備忘錄,表達民聲。皇冠鎮反對設立收費站行動委員會主席阿吉爾,在馬青區團團長羅秋俊,副團長鄧國坤,雙溪龍鎮馬青支團團長賴寶齡,及其他代表的陪同下,向應邀前往現場了解情況的瑪京曼呈交該2份備忘錄,並高舉標語牌展示要求。

瑪京曼說,他很熟悉這個人口龐大的住宅區交通情況,目前僅有的1條雙溪龍鎮大路無法紓解車輛的進出,造成嚴重阻塞可想而知,居民非常希望多開設1條道路。

“加影市議會多年前已促發展商儘早開1條進出道路銜接大道。2001年當我還是市議員時,我已主持過多次討論開闢進出道路的會議,最后發展商動用了1200萬令吉徵地和其他費用修好這條目前發生爭執的道路,地方當局是克服1個困難又1個困難的情況下解決進出道路問題,現在面對加影蕉賴高速大道私營化公司因賠償沒有談妥不開放路口的問題,這完全是因為合約與法律問題造成。

“希望各方面忍耐一些,多給一些時間讓有關各造商談解決方法,我答應從中協助,我已約三美威魯今午在國會商談。”他也說,設立收費站的建議,還停留在談的階段,政府未作出決定,儘管如此,他了解居民要求私營化公司打開路口讓皇冠城及附近居民車輛先使用這條全長1.5公里路段的緊迫心情。

另外,羅秋俊也說,由馬青團、國大黨、巫統及居民協會發起的簽名運動已征得5千多人參加,今日將擬好的備忘錄移交給瑪京曼,希望由瑪京曼帶入中央政府討論。他強調,開放路口讓居民車輛免費通行是完全合情合理的,私營化公司不能為了多收一點過路費而罔顧居民的權益。

備忘錄內容
民主行動黨“反對興建蕉賴皇冠鎮收費站”行動委員會提呈給首相拿督斯里阿都拉備忘錄內容如下:
1.目前佔地約1500英畝的蕉賴皇冠鎮與雙溪龍6萬居民每日共用一條道路進出,造成早晚期間,居民被迫塞車1至2小時。
2.居民飽受塞車之苦,若在塞車時段不幸發生緊急事,他們沒有辦法得緊急救援;另外,學生也面對上學遲到問題。
3.蕉賴皇冠鎮通道銜接加影─蕉賴大道的路段長1.5公哩,若政府允許大道公司興建收費站,這可能是世界上最短的收費路段,勢必成為“馬來西亞,能!”的大笑話。
4.由于大道公司與政府之間的合約沒有透明度,人民根本無法知道合約內容,所以它無權封鎖蕉賴皇冠鎮通道。市民要求政府公開與大道公司之間的合約內容,讓民眾檢視條文的合理性。
5.1998年完工的加影─蕉賴大道的建築成本約2億7500萬令吉,但因政府限制過路費調整,促使大道獲政府賠償逾1億6300萬令吉,並延長收費至2027年9月18日。對建議成本只有2億7500萬令吉的大道公司來說,生意是有賺無賠,根本無需在蕉賴皇冠鎮的道路建收費站。
6.數以千計居民及駕車人士使用的加影─蕉賴大道常在11英哩及9英哩收費站面對塞車問題,若開放蕉賴皇冠鎮通道至少可紓緩交通阻塞問題,暫時解決燃眉之急。

豪雨路崩 土崩范围直逼双层排屋

(加影讯)雪州双溪龙镇1路的双向车道“终於”完全崩塌,土崩范围不但直逼距离30尺外的第一区7路双层排屋,更切断了这条原属环道的交通系统,附近数千户人家被迫往其他方向行驶进出自己居所,苦不堪言!今午4时30分的一场豪雨袭击,使这条之前因土崩,已被“吞噬”三分之一车道的环道,剩馀的三分之二车道也塌陷了下来,形成一个犹如山谷的大坑洞,与住宅区越来越靠近,令人触目惊心,犹幸这一次道路崩塌未造成人命伤亡。据记者傍晚到现场巡视,环绕双溪龙镇第一区和的交通系统已宣告中断;同时,道路内侧的沟渠也崩塌,路旁的灯柱已摇摇欲坠,而埋藏在道路下的电缆也因此暴露。

据了解,拥有近千户的常青阁高价公寓座落土崩区200尺范围内。这几栋公寓高逾10层,若土崩进一步逼近,恐会影响公寓的结构。水利灌溉局和国能公司在事发后也派员前来巡视,其中国能公司人员是前来观察电缆情况。不过,据国能公司人员披露,双溪龙镇一带的电流尚未受到影响。在事后,附近的居民也来到现场观察,并纷纷对当局在该处土崩发生超过3周仍未抢修的做法表示生气和失望。

居民披露,他们一直以来只看见英达丽水公司前来工作,其他单位却未见踪影。该拖延的态度使土崩范围进一步扩大至无法修补的地步,并直逼住宅区,将居民的安危置於风险上。双溪龙镇居民协会秘书邓国坤表示,土崩对居民的安危构成威胁,尤其更逢雨季,随时可能进一步加剧。“若土崩情况进一步恶化,相信将导致灯柱塌下,使电缆断裂,造成该区面临电流中断,造成数万户受影响。”他说,居民在雨天时,都担心雨势导致该处土崩土崩恶化。他敦促加影市议会尽快抢修土崩情况,莫待塌楼或酿成人命伤亡才来补救。

雪州双溪龙镇1路土崩事件,《大都会》一直跟进报导。该处是在3周前在大雨和河水的侵蚀下崩塌,并曾因为安全措施遭破坏,防线出现漏洞,竟让附近顽童擅闯土崩区嬉戏。加影市议会较早前指出,由於该处土崩问题涉及水利灌溉局、英达丽水公司及市议会,加上还未获得州政府批准拨款,因此抢修工作未能展开。

30居民呈备忘录 吁开路皇冠城通蕉加大道

(加影讯)约30名居民与马青乌冷区团团长罗秋俊周二早联合提呈两份备忘录给乌鲁冷岳国会议员马基曼,要求后者下情上达,反映居民要求开道及反对建收费站的心声给首相。有关呈交备忘录是於早上10时30分,在蕉赖加影大道要转入皇冠城的交通枢纽路口进行。陪同呈交备忘录者包括“皇冠城大路往蕉赖加影大道行动委员会”主席阿基法沙。马基曼在新闻发布会上表示,皇冠城通往蕉赖加影大道的路段早已经建好,可是因为涉及法律条文,所以迟迟没有开放。涉及的各造都商讨解决方案,他要人民再给一些时间,耐心等待结果。较后,罗秋俊说,周二他们呈交两份备忘录,一份给马基曼,一份要求马基曼较交给首相拿督斯里阿都拉,两份备忘录的内容大同小异,都是希望马基曼能以本区国会议员的身分,传达人民的心声。

反对建收费站
他说,备忘录中也包括过去2个星期来,他们收集到5000位居民的签名,一起要求开放皇冠城通往蕉赖加影大道敦胡先翁交通枢纽的道路,以及反对建收费站的心声。另外,GRAND SAGA大道公司高级主管再纳阿比汀和行动党雪州主席王志坚、秘书欧阳捍华及武吉免登国会议员方贵伦政治秘书关柏松先后都有到现场了解情况。上述行动党领袖也於周二早到布城提交有关路段问题的备忘录,他们是在提呈备忘录之后,随同NTV 7电视台媒体到现场。至於,再纳阿比汀在被询及大道公司目前会如何处理此事时表示,一切等待发展商和政府决定。他不愿针对赔偿问题发表谈话。
